Carol A. Barbour
Carol Barbour, CEO and President, VigR Health, leads all aspects of strategy and development for the company. She helped found VigR Health in 2022, before transitioning from its affiliate, Friends Life Care Partners, where she served as CEO and president for more than 25 years. Carol played a pivotal role in establishing the continuing-care-at-home (CCaH) business model and led the launch and subsequent decades-long growth of Friends Life Care, the first and largest CCaH plan in the nation. On the leading edge of the holistic health movement, Carol spearheaded the development and implementation of Friends Life Care’s award-winning, evidence-based approach to wellness and prevention. She holds a Bachelor of Music from the University of Miami and an MBA in health administration from Temple University.
Katie Starrantino, LCSW, CDP

Katie Starrantino, Wellness Consultant, VigR Health, supports the customization and smooth delivery of VigR Health’s targeted, holistic approach to wellness to its corporate customers. Previously, she served for more than six years as director of wellness initiatives at Friends Life Care, where she trained, supervised, and coached the wellness coordinators team and developed evidence-based webinars, articles, and other educational content. Katie introduced motivational interviewing (MI) to Friends Life Care—a collaborative, goal-oriented communication style that helps individuals explore and strengthen their personal incentive and commitment to change in an atmosphere of acceptance and compassion. Friends Life Care largely attributes its strengthened member engagement and implementation of recommended interventions to the successful integration of this technique. Katie holds a BA in psychology from Gwynedd Mercy University, an MSW from West Chester University of Pennsylvania, and an MEd in human sexuality from Widener University.
Joe Conner, CPA
Chief Executive Officer and President, Friends Life Care Partners
As CEO and President of Friends Life Care Partners and its not-for-profit subsidiaries, Joe Connor manages day-to-day operations and strategy development for the organization. For VigR Health, Friends Life Care Partners’ business-to-business affiliate, Joe oversees all financial, administrative, and technology systems. Under his leadership, VigR Health has developed a pricing model for customizing policyholder engagement initiatives for long-term care insurance carriers. He collaborates with actuarial partners to conduct analyses and to continually update VigR Health’s Vistara™ predictive model to ensure accuracy and relevancy. Joe brings his expertise in senior living to engagements with continuing-care-at-home plans and senior living providers. He holds a BA in accounting from DeSales University and an MBA from Philadelphia University.

Andrew Dalton, FSA, MAAA
Chief Executive Officer
As the founder and CEO of Columbia Point Consulting, Andrew serves as a strategic partner of VigR Health. His responsibilities include data analysis, research, and the development of VigR Health’s Vistara™ predictive model. Founded in 2024, Columbia Point Consulting offers actuarial services, predictive analytics, and statistical consulting to clients in the insurance, health care, and financial services industries. Prior to founding Columbia Point, Andrew worked for 25 years at two large consulting firms providing actuarial consulting services to the insurance and financial services industries. Andrew consults primarily with life and health insurance companies. He has extensive experience with long-term care insurance, disability income insurance, life plan communities (including continuing-care-at-home organizations), and life and annuity businesses. Andrew holds a BA in mathematics from Columbia University, an MBA from New York University, and an MS from Villanova University.
